Web Accessibility Law in Denmark: A Simple Explanation

What Is This Law About?

The Web Accessibility Law in Denmark (also known as Lov om tilgængelighed af offentlige hjemmesiden og mobile applikationer) ensures that websites and mobile apps provided by public sector organisations are accessible to everyone, including people with disabilities. The goal is to remove digital barriers so that all users—regardless of visual, hearing, motor, or cognitive impairments—can access information and services online.

Key Requirements of the Law

  1. Accessibility Standards: Public sector websites and apps must follow the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, an international standard for digital accessibility.
  2. Accessibility Statements: Organizations must publish an accessibility statement explaining how accessible their website or app is, listing any limitations, and providing contact details for reporting issues.
  3. Feedback Mechanism: Users must be able to report accessibility problems, and organizations must respond to these complaints.
  4. Monitoring & Enforcement: The Agency for Digital Government oversees compliance, ensuring public sector bodies meet accessibility rules.

Important Dates

  • Enacted in 2018, the EU Web Accessibility Directive was implemented in Denmark.
  • Deadline for compliance: Public sector websites had to meet WCAG 2.1 AA by September 23, 2019, and mobile apps by June 23, 2021.

Who Does This Law Apply To?

The law covers public sector bodies, including:

  • Government agencies
  • Municipalities
  • Public institutions (e.g., schools, hospitals)
  • Some NGOs are funded by the government 16.

This law does not directly cover private businesses but must follow other accessibility regulations under the European Accessibility Act (EAA), which takes full effect in June 2025.

Why Is This Law Important?

  • Ensures equal access to digital services for people with disabilities.
  • Helps Denmark meet EU-wide accessibility standards.
  • Improves user experience for all citizens, including older adults and those using assistive technologies.
