Digital Governance (Incorporation into Greek Legislation of Directive (EU) 2016/2102) – Greece  

What Is This Law About?  

This law ensures that websites and mobile apps of public sector organisations in Greece are accessible to everyone, including people with disabilities. It is based on an EU directive (EU 2016/2102) and requires public sector bodies to make their digital content easy to use for individuals with visual, hearing, motor, or cognitive impairments.  

Key Requirements in Simple Terms  

1. Accessible Websites & Apps – Public sector websites and mobile apps must follow accessibility standards so people with disabilities can:  

   - Navigate using screen readers (for the blind).  

   - Understand videos with captions (for the deaf).  

   - Operate without a mouse (for those with motor disabilities).  

   - Read clear, well-structured content (for those with cognitive impairments).  

2. Accessibility Statement – Each website must have a statement explaining:  

   - Which parts of the site are fully accessible.  

   - Which parts may not be accessible and why.  

   - How to report accessibility problems.  

3. Feedback Mechanism – Users must be able to easily report accessibility issues, and public sector organizations must respond promptly.  

4. Regular Monitoring – Greek authorities must check public sector websites and apps for compliance and publish reports on their findings.  

Important Dates  

- September 23, 2018 – Deadline for new public sector websites to comply.  

- September 23, 2019 – Deadline for older public sector websites to comply.  

- June 23, 2021 – Deadline for public sector mobile apps to comply.
